The Santa Maria/Santa Barbara County Continuum of Care (CoC) is a creation of the U.S. Department of Housing & Urban Development (HUD) Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act CoC Interim Rule, 24 CFR § 578 (hereinafter, § 578), as may be amended.
The CoC is a group of government agencies, nonprofit organizations, homeless and formerly homeless people, and other interested stakeholders who are working across Santa Barbara County to end homelessness. Its primary purpose is to secure state and federal funding for permanent supportive housing.
C3H serves as the Lead Agency and the CoC contracts with the County of Santa Barbara's Housing and Community Development (HCD) to manage all of the compliance and application procedures. The County HCD also manages the Homelessness Management Information System (HMIS).

Continuum of Care Board Meetings
